man mokutil gives (among others) the following options

mokutil [--disable-validation] 
mokutil [--enable-validation]

However, the OPTIONS section looks like this:

       --disable-validation
              Disable the validation process in shim

       --enrolled-validation
              Enable the validation process in shim
