The location has been changed in the current development branch (2.9) and this change will be in the 2.10 stable release.
If Ubuntu doesn't want to be inconsistent with every single piece of GIMP docs, tutorial, hint, message, post, ... concerning the location of the profile directory for 2.8, I'd suggest to leave this as-is for now.
