libtiff5-dev does have Provides: libtiff-dev set

Because of how libraries work in Ubuntu, we can't just have the library
package libtiff5 provide libtiff but it also shouldn't be an issue.

You're welcome to open another bug with specific steps you've tried if
you still can't get jhbuild to work right with tiff.
