Upgrading 14.04 LTS to 16.04.1

Running partial upgrade after initial upgrade failed to complete, and a helpful 
box popped up saying:
The upgrade will continue but the 'doc-base' package may not be in a working 
state. Please consider submitting a bug report about it.

So I am submitting a bug report.

The best I can do to help is copy this:
