A similar problem happens to me, when screen is locked only one layout works (the first one in the list of keyboard layouts), no matter what layout is selected. I tried installing different layouts, but the same thing happens, always.

But when I enter my password it is not accepted, I tried it carefully and several times. But after I change layout twice (to Russian and back to USA), the password is OK.
