  Upgrade to 48.0+build2-0ubuntu0.16.04.1 breaks FIPS mode

Status in firefox package in Ubuntu:
  New

Bug description:
  I run firefox in FIPS mode

  After upgrading to 48.0+build2-0ubuntu0.16.04.1 from previous version,
  none of the security features work.

  Can not see certificate store, can not see saved passwords. HTTPS
  websites are show as using unknown certificates.

  Downgrading to previous version fixes the issue.
