I have been successfully using 1:3.6.2-3ubuntu2 on arm64 since some time
after it appeared in wily-proposed.

I have just now removed and re-installed from the xenial repository to be 
certain.
Clang-3.6 is indeed working now.

IMHO, this bug may be closed.
