I tested on Ubuntu GNOME 16.04.1 with a .png. After I installed eog
3.18.2-1ubuntu2, eog correctly automatically refreshes the image when I
overwrote the image with gimp. It didn't refresh the image automatically
with the previous version of eog.

Bug description:
  * Impact
  When a image is open in EOG and edited in a image editor (for example: Gimp), 
the image in EOG isn't refreshed.

  * Test case
  - open an image in eog
  - edit the same image with another software, e.g gimp or shotwell viewer
  - look if the eog version refresh on changes

  * Impact
  the change is in the file monitor code, just check the behaviour on external 
changes (replace the image, edit it, etc)
