  keyboard cannot type tilde "~", pipe "|" or square brackets "[]"

  Dell Inspiron 910 (Mini 9)

  My keyboard cannot type tilde "~" or pipe "|" chars. Since installing
  Oneiric Beta, I can't use square brackets "[]" either. The keyboard is
  English and an Thai.
