Since there isn't enough information in your report to differentiate between a local configuration problem and a bug in Ubuntu, I'm marking this bug as Incomplete. I tried to reproduce this on both 14.04 and 16.04, and libnl-3-200:i386 and libnl-3-200:amd64 do co-install without errors. So if this is a bug, we need exact steps to reproduce to make any progress, please.
