Seems the update to 3.18.4 fixes this issue. New puzzles are presented
each time now...

Bug description:
Gnome Sudoku (version 3.18.2) keeps rotating the same puzzles for each
difficulty level.
The About info sais it uses QQwing to generate new puzzles, but that
package does not appear to have been installed along with Gnome
Sudoku.
