On a machine with Ubuntu 16.04.1 LTS, I am attempting to disable the
autoscroll feature in Firefox 48.0.

I tried two ways, both failed:

(1) Tried to toggle the checkbox "Use Autoscrolling" in Edit -> Preferences -> 
Advanced -> General.
However clicking on that checkbox has no effect; it even still stays checked. I 
would never expect such behavior from a checkbox which is not disabled.

(2) Tried to change the value general.autoScroll in about:config with
the same result. The value true cannot be changed no matter what.
