Public bug reported:

Created an image using "Create Partition Image".

Disk usage is 1.3G and apparent size is 1.3G

Ran

fallocate -d "Disk Image of sdc1 (2016-10-03 2312).img"

Disk usage is now 835M and apparent size is 1.3G.
Instead, the files should be sparse as they are being created.

** Affects: gnome-disk-utility (Ubuntu)
     Importance: Undecided
         Status: New
