I wonder if the fact that it is a preinstalled system affects how that dialog works.

For me, those two methods give me a different version (14.04 vs 16.04, see attached screenshot). I upgraded my pre- installed trusty to xenial, so the version printed on terminal is correct. That means that the system settings displays the wrong version.
