They're disabled because the work to get the tests running was never
completed (and in fact, has bit-rotted quite significantly since nobody
is responsible for it now). The same is true for Firefox too.

Title:
  autopkgtests aren't run

Status in thunderbird package in Ubuntu:
  New

Bug description:
  Version 1:45.3.0+build1-0ubuntu4 contains the file
debian/tests/control.in and not debian/tests/control. The latter is
used by dpkg-source to generate the "Testsuite: autopkgtest" field in
the .dsc file, and (AFAIK) is used by autopkgtest to know which tests
to run. It's absent, so the tests aren't getting run.

Please could you ensure that debian/tests/control is in the uploaded
source package so that the tests are run?
