i hit the same bug (in 11.10) - the problem is that writer2latax does not check 
for the openoffice presence. trying to install if no openoffice, but 
libreoffice is installed should produce a descriptive error message and not 
appear to work!

  Hi all,

  I just wanted to install the latest Writer2Latex export extension
  (Writer2LaTeX 1.1.7 from http://writer2latex.sourceforge.net/); the
  installation process failed in LibreOffice with "An error occurred
  while enabling: writer2latex-filter.jar".

  I tried to install the same extension in OpenOffice.org 3.3.0, it
  installs fine; both were set to Sun's Java 1.6.0_24 runtime
  environment; which points to me that this is likely a bug in
  LibreOffice.
