Jakub, is that the complete file? It's basically empty. If so, the solution to your problem is to download the linked file from comment #2, and use it to replace the file you have pasted here. You need to do the replacing as root user.
Reinstalling won't help, as it appears that the Ubuntu package is damaged. Can you post the output of $ apt-cache policy inkscape please?
