Epson SX515W supported by SANE but not recognised.

Bug description:
My Epson SX515W is supported by the epson2 sane driver, but it is not
recognised as being supported when plugged in by USB.
I remedied this by adding "usb 0x4b8 0x856" to /etc/sand.d/epson2.conf and
now it works correctly in SimpleScan.
There is probably a better place for the device information to reside but I
don't know where that is, a freedesktop spec file?
As an aside.
Perhaps when when SimpleScan fails to find a scanner it should provide
instructions on how you can submit device your device information to improve
your experience.
The number of people who could easily provide information about there usb
devices and get them supported in ubuntu but don't know how or where to do it
will be very high, it's silly to not have a way for ubuntu to crowd source that
information from users who when using a piece of software and are seemingly
expecting there hardware to be recognised and finding it isn't. (e.g opening
simplescan with no recognised scanner).
