Steps to reproduce:
0. Make sure System Settings are not open
1. Pull down the indicators
2. Go to keyboard indicator
3. Tap 'Text Entry Settings'
Expected result:
System Settings start and show settings for text entry
What happens instead:
System Settings try to start but give up after a second or two
