Huawei E173 won't be switched to 'USB Modem' mode (1436).

Bug description:
Huawei E173 won't be switched automatically. The package is not
consistent. The modem has successfully been switched the first time I
plugged it in (as you can see here:
https://paste.ubuntu.com/23437650/). Subsequent plug-ins of the modem
won't result in a successful mode-switch
(https://paste.ubuntu.com/23437624/). The only fix, which is
inconsistent as well, is to completely remove the packages, reboot,
reinstall them and plug the device back in. However, this is pretty
inconvenient.
