This is a feature request (not a bug).

'gedit' allows to view a text file with a different encoding only when
you click on the 'open' button via the GUI.

But sometimes you drag a file to an already open 'gedit' instance and
wish to change the encoding easily. This is not possible...

Therefore please allow to change the encoding easily:
For example, add an option to choose the encoding under the 'View' menu.
