This bug still very much exists for me (E4.5, OTA 13) - with the added problem that I don't even get a vibration alert or the flashing green LED to let me know that an SMS has been received.
The phone remains totally silent until I press a button to unlock it, at which point it vibrates, plays the sound alert and the green LED starts flashing. Also in the indicator menu the envelope icon turns green and the new SMS is listed as usual. Things are working alright for Telegram, Gmail etc. (sound+LED+indicator menu).
