Title:
  Onboard keyboard displayed out of viewport on unity-greeter

Bug description:
  On a fresh boot, greeter seems to go through an apparent resolution-
  change within .5 seconds of first being displayed. Then, onboard on
  screen keyboard seems to be displayed mostly off the screen. What I
  see is a black bar covering the bottom ~100px of the screen if onboard
  is selected from the accessibility menu. If onboard is deselected, the
  black bar goes away. In either case, onboard is unusable for login.

  Device is a Lenovo Miix 700, resolution 2160 x 1440, 12 inch physical.
  Detected correctly with the correct resolution in "Displays" and
  xrandr after login.
