Support for graphical applications on the Ubuntu Server product on z
Systems is out of scope.
Please engage with Firefox upstream / Mozilla to reproduce the problem
using the tip of Firefox development.
Please note that Ubuntu has moved to v50 of firefox which fails to even
build from source, using upstream sources, on s390x and ppc64el. Please
engage with firefox upstream, to e.g. maintain a buildbot to
continuously validate that firefox builds on those architectures if you
would like to see some form of a graphical web-browser going forward.

I can confirm this.
I installed Ubuntu 16.04.1 on s390x (z13 machine) and installed updates, then
x11-apps, which were working fine (xclock, xeyes).
I installed firefox and started it:
firefox --no-remote
it created tons of messages, all complaing about an unknown image format.
Any subsequent start does not create that many messages. But even with
--safe-mode I can't get it started:
root@s8330009:~# firefox --no-remote --safe-mode
(firefox:1487): Gtk-WARNING **: Locale not supported by C library.
Using the fallback 'C' locale.

Perhaps a graphics library (gtklib?) has a problem?
