Bug description:
running daily iso of zesty, clean u8 Feb 27 build
This seemed to happen about 1/2 of the time - so somehow intermittent
to repro:
1) launch the calculator app from the app drawer
2) click on the concentric circles in the upper left corner
expect a menu to appear, result is that sometimes it doesn't
