Impact
---------
Epiphany in 16.04 LTS and 16.10 has a "New Incognito Window" action in the
Unity right-click menu but "New Window" is missing.
GNOME doesn't have this problem since it adds "New Window" to every
app,. The fix is to add a New Window action. This doesn't affect GNOME
(not duplicated) but fixes Unity.
Test Case
------------
Install the update
Launch Epiphany Web Browser
Right click on Epiphany in the Unity dash.
Does "New Window" show?
Regression Potential
----------------------------
Low.
Look into manually copying translations from gedit; otherwise this
string won't be translated.
Other Info
--------------
This bug was originally about adding both 'New Window' and 'New incognito
Window' but 'New Incognito Window' was added upstream to epiphany before 16.04
LTS.
