At least with GNOME Software's PK backend, we set the Debconf mode to noninteractive if the frontend doesn't give us a Debconf-socket to communicate. So, if GS block on it, I would assume that this is a bug in Ubuntu's APT backend for GNOME Software, and not an issue specific to the steam package.
