pysmbc is not essentially important for using system-config-printer. It
is not needed as long as you do not create a queue to a printer shared
by a Windows server, Windows being the only current OS not using CUPS
for printing and therefore sharing printers via SMB.
In addition, system-config-printer has a mechanism to auto-install
pysmbc when it is needed.
Therefore I will turn the Recommends: python3-smbc into a Suggests:.
The MIR can then be solved after Zesty.

Bug description:
system-config-printer recommends python3-smbc however that package is
in universe. In yakkety python3-smbc was only a suggests.
