When composing or replying in Thunderbird, the default encoding is
Western (Windows-1252) regardless of the setting of Edit -> Preferences
-> Display -> Advanced -> Text Encoding.

It doesn't matter that the setting for Outgoing Mail: is "Western
(ISO-8859-1)" or "Western (Windows-1252)", either way the outgoing
message is windows-1252 encoded.

If the setting for Outgoing Mail: is "Unicode (UTF-8)", then the
outgoing message is utf-8 encoded, so that works. It is only "Western
(ISO-8859-1)" that doesn't work.
