Public bug reported:

forked from 1671799

Onscripter autopkgtests use xvfb to run some scripted tests. Onscripter
itself initializes SDL, and this is somewhat unreliable on a qemu
instance where the X11 connection can fail, especially if Xvfb is
started via xvfb-run. The tests don't need X11, instead it can use the
dummy driver which is enough for running the tests.

The actual bug remains, 1.19 is for some reason unreliable for SDL where 1.18
wasn't. This will be reported upstream, as it can be reproduced on Debian as
well. Real hw is less likely to hit this, much easier to reproduce with qemu.
