You can right-click the free space on the panel while holding Alt key,
select "Add to panel...", and choose "Application Launcher" or "Custom
Application Launcher" in the pop-up dialog. Also, you can drag any
application from the menu.

Bug description:
installed gnome fallback module in ubuntu 11.10. after logging into
gnome fallback mode, there is no default option to add a launcher to
desktop as in unity interface. right clicking mouse displays no option
to create a launcher.
