I can reliably observe the issue in a xenial VM.

According to https://www.opera.com/docs/history/, the latest stable
release of opera (44.0.2510.1449) is based on chromium 57 (57.0.2987.133
if the UA string can be trusted).

At a wild guess, the next opera update should be compatible with the
chromium codecs again, if the major version number matches.

  Ubuntu 16.04.2 LTS i386.

  Opera can't play some HTML5 videos after latest
  update of chromium-codecs-ffmpeg-extra:i386
  from version 57.0.2987.98-0ubuntu0.16.04.1276
  to version 58.0.3029.81-0ubuntu0.16.04.1277.

  For example youtube.com works, while vimeo.com (and many others)
  doesn't.

  Web sites show various symptoms
  - video just doesn't play, black box
  - or message about no supported video source / system setup
  - or attempt to load Flash version of a player

  After manual downgrade back to previous version
  (57.0.2987.98-0ubuntu0.16.04.1276) all videos play with no problem.
