Title:
Alert volume is set to zero by default

Status in pulseaudio package in Ubuntu:
  Incomplete

Bug description:
Upon installing Ubuntu 11.10 the default alert volume is set to zero.
Before realizing this I was trying to figure out why I cannot hear any
notification sound in Skype and that was the reason. The alert volume
should be set to a sensible default that is larger than zero.

(I'm not completely sure whether it's a problem of the pulseaudio
package but that's my best guess.)
