Title:
audio can be heard despite volume set to minimum #280

Status in pulseaudio package in Ubuntu:
  New

Bug description:
I set my volume to very low while running music-app autopilot tests
because the tracks are annoying when heard repeatedly.

I dialled down the volume (as can be seen in the screenshot) with the
  hardware Vol- button.

I then ran the Music app autopilot tests and the music played at a
loud / normal volume, that I'd expect if the sound was turned way up.
