  Unable to install language packs

Bug description:
  I have found that on my Ubuntu GNOME 17.04 installation with GNOME
  3.24.1 that if I open the "Region & Language" section of the gnome-
  control-center that even though in Terminal it is indicated that there
  are Enlish (UK) packages to install, it doesn't do anything in the
  GUI. And if I attempt to install a new language the whole window just
  really quickly flashes once but nothing else happens. Here is the
  output from Terminal:

  I know other people who are experiencing this issue and the only way
  for them to install new languages is to install the gnome-language-
  selector from Unity.
