[metacity] maximize/unmaximize gnome-terminal window not maintaining
window size

Bug description:
use lighther-ambiance-theme with support for window controls and
seeing the following behavior, mainly with gnome-terminal.
- launcher gnome-terminal from launcher, initially comes up unmaximized and
roughly 400x300 dimensions
- press the maximimze button and controls move into panel
- press the maximize button again to unmaximize
- window is resized to correct width but height now fills the screen
vertically
sometimes it works correctly the first time but on subsequent times it
exhibits this behavior.
