DPMS is disabled, if you have chosen mode "Disable Screen Saver" in Xscreensaver's preferences. It would have to be changed to use DPMS while being locked.

The configuration menu xscreensaver-demo provides under the register Advanced the option "Power Management Enable". But this option doesn't enable DPMS (xset -q says "DPMS is Disabled") so the screen can never go in the standby mode. The only way to get it work is to call xset +dpms.
