What you say is correct. However, fixing that in Ubuntu only would be
too much work to be worth it. The issue is an upstream one by nature, so
if you want to add Czech translations of the strings in the desktop
file, please file a Debian bug.

Bug description:
The im-config.desktop file is untranslated in Czech and many other
languages and cannot be easily translated using Launchpad because it
does not contain any translatable strings.
