Title:
[OptiPlex 990, Realtek ALC269VB, Green Headphone Out, Front]
  Underruns, dropouts or crackling sound

Status in pulseaudio package in Ubuntu:
  Expired

Bug description:
Without any audio playing, I hear a hum and crackling with headphones
on. It doesn't matter if the headphones are plugged in the front or
back. After recent updates, I've noticed a crackling and distortion
  while playing mp3's.
