Keyboard layout changing shortcuts does not work for me on Ubuntu 16.04.2 LTS x64 with the latest updates when the screen is locked from the Unity session (anyway it is done by the gnome-screensav). I have installed Caffeine app, but it seems it has not changed any screensaver parameters. And after Caffeine killing the issue is not fixed.
