The current script uses Xsession.d which doesn't work under wayland, it
looks like fedora added an autostart .desktop to do the job (which they
didn't upstream :-(), we should have a look at doing the same

Bug description:
XDG user directories are not being created in Ubuntu 17.10. There are
just "Desktop" and "Downloads" directories in my home and they are not
even translated on my non-english installation.
