There are widespread failures to upgrade this package.  We are trying to
publish an SRU, which by definition means we are going to be inducing users
to *upgrade the package*.  Regardless of whether the c2esp package works on
armhf, it is built and the autopkgtest did pass in xenial until August of
last year.  This is not going to be ignored without a very specific reason,
and if the c2esp autopkgtest happens to be exposing this same user-affecting
upgrade failure, then there is definitely no reason to ignore it.

java enabled on i386 :

  ... so until this is fixed upstream in the kernel and backported in an
  ubuntu kernel, I'm afraid the only option is to just ignore the
