Unfortunately Gtk+ has some bugs with drag-n-dropping. That's why mainstream gnome-terminal has disabled dnd'ing tabs across windows for the time being -- apparently Ubuntu has either reverted this change or ships a slightly older version of gnome-terminal.
I cannot exactly reproduce what you describe, but get a crash when I drop the tab over another gnome-terminal window.
