gnome-software stall remains in RAM after closure on Xubuntu

Bug description:
Run gnome-software 3.20.1
close program.
Program remains in memory 245-251MiB RAM used.
Expect program to end when closed.
Program can also stall installing programs and will interfere with synaptic &
apt-get with a database lock.
Also apport-bug will not allow reporting, it reports this error:
