I've been experiencing pretty bad screen tearing on 17.10 on my XPS 13
9560 with Kaby Lake. I did not experience this on 16.04/16.10 and IIRC
not even on 17.04.
After a lot of hit and trial, I was able to fix the issue completely by
disabling Intel PSR mode in Grub config.
Change `i915.enable_psr=1` to `i915.enable_psr=0` in
`/boot/grub/grub.cfg` fixed the problem for me but I think this disables
some power saving features.
