I don't believe this has been properly resolved.
As of this date I am still experiencing this issue with updated Intel hardware 
as well as current Kernel/modesetting driver and current Xorg.

The default Xorg Intel driver mode is SNA. I have tried also tried UXA
and XAA. The issue persists. I also removed the Xorg Intel driver
completely to run in native modesetting. Xorg CPU usage still remains >
75-90% in all cases.

This could well have to do with java settings and/or badly implemented
java apps. Not sure.
