  Mouse-wheel zooming doesn't work under wayland

Bug description:
  Login to Ubuntu 17.10 Xorg session
  Open an image with eog
  Use the mouse wheel to zoom the image in and out
  Success

  Login to Ubuntu 17.10 Wayland "Ubuntu" session
  Open an image with eog
  Use the mouse wheel to zoom the image in and out
  Failure. It doesn't zoom.

  You can still zoom with the keyboard - CTRL + and CTRL -.
