  gnome-control-center crashed with SIGSEGV in
  manager_recheck_permissions()

Bug description:
  Test Case:
  1. Open the 'Users' panel in gnome-control-center
  2. Select a user then click on 'Unlock' (top right button in the title bar)

  Expected result
  The panel is unlocked

  Actual Result
