This bug was fixed in the package gnome-orca - 3.26.0-1ubuntu2

  * No change rebuild after disabling the translations sharing between
    upstream and Ubuntu on launchpad, that way the translations from the
    source should get imported (lp: #1722637)

Bug description:
  Czech and probably many other translations are incomplete even though
  they are translated in upstream.

  For example the Czech one:

 (last update: March 2012 (!!!); 95 strings untranslated)
