The blue border also flickers when you hover over the "X" close button at the top-right of a window in Overview, and then back to the window. EXPECTED BEHAVIOR That the blue border wouldn't flicker (or quickly fade out then fade back in) when you move the mouse into, over, or away from the window in Activities Overview.
